Oct 24, 2023 (newstodate): ICAO has published an updated guidance to support aviation regulators and operators manage their airspace during conflict, including decisions on whether to allow or prohibit flights over or near conflict zones.
The guidance was first issued in 2017 as a result of work carried out by ICAO following the downing of flight MH17 in 2014, and in 2022, an Iranian missile attack on a Ukrainian aircraft led ICAO to issue a second revised guidance.
Now, a third edition of the Risk Assessment Guide for Civilian Aircraft Flights over or near conflict zones has been expanded to include advice for states and operators on the risks posed by missiles, as well as to provide instructions on the closure of the airspace of the conflict zone and the reassessment of the airspace of the conflict zone.
This latest edition also includes new guidance on the harmonization of risk assessment and risk communication.
