Oct 04, 2022 (newstodate): Russia's civil aviation authorities have now announced the skies reopening at Kaliningrad Airport.
Foreign airlines can now - in theory - operate flights to and from Kaliningrad using the 3d, 4th, 5th and 7th freedoms to carry passengers, cargo and mail, extending the 5th freedom rights earlier introduced.
The open skies policy concerning Kaliningrad was first announced in 2014, and starting from Summer 2015, all restrictions on international flights by foreign airlines were lifted, including the granting of 5th freedom rights that give airlines the right to fly between two foreign countries, in this case via Kaliningrad, on a route originating or ending in one's own country.
Back in 2014, Russia hoped to boost the importance and use of Kaliningrad as an attractive transfer point on new international routes by foreign carriers.
However, Russia's war on Ukraine has limited the attraction of Russia's airports, and today Belavia and Turkish Airlines are the only foreign airlines with flights to Kaliningrad Airport.
