Sep 12, 2019 (newstodate): The authorities of the Kaliningrad region and the owner of the Kaliningrad Khrabrovo international Airport are mulling plans for truly open skies.
The airport currently offers 5th Freedom Rights that allow foreign airlines to carry passengers, cargo and mail not just between destinations in own country and Kaliningrad, but also between own country, third countries and Kaliningrad.
The idea of introducing 7th Freedom Rights is now under consideration, which will add the right to carry passengers or cargo between two foreign countries without any continuing service to one's own country.

The airport has regular air connections with Moscow, St Petersburg, Belgorod, Volgograd, Voronezh, Yekaterinburg, Kazan, Kaluga, Rostov-on-Don, Krasnodar, Lipetsk, Nizhny Novgorod, Perm, Sochi, Cherepovets, Warsaw, Riga, Tashkent, and Minsk.
