By presidential decree, Uzbekistan Airways and the state-owned airports are to be legally separated and independently managed, putting a final end to the structural left-over from the Soviet period hampering the development of aviation.
Two joint-stock companies will thus be set up, one as the airline Uzbekistan Airways, and the other to become operator of the country's airport, Uzbekistan Airports.
As a consequence, all other aviation companies currently under one hat with airline and airport will be spun-off as separate companies, including the MRO provider Uzbekistan Airways Technics as well as 11 of the country’s airports.
The ATM provider Uzaeronavigatsiya will remain under state control, while January 1, 2019, will see the creation of the country's independent State Inspection for Flight Safety Oversight.
Uzbekistan is now to seek financial assistance from the World Bank to carry through the liberalization policy of its aviation infrastructure.
