Dec 01, 2017 (newstodate): Hopes were high in Azerbaijan for landing an aviation agreement with EU during the recent Eastern Partnership summit on November 24, 2017.
But - hopes did not materialize as the parties failed to reach agreement on the basic preconditions for the process.
First, EU does not accept the monopoly enjoyed by Azerbaijan Airlines, EU also does not accept sustained state subsidies for the national airline, and finally EU also does not accept the joint ownership of a national carrier and a country's capital airport.
The Eastern Partnership comprises the 28 EU member countries and the six ex-Soviet states Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine.
Only two of the former Soviet states are now without an aviation agreement with EU, namely Azerbaijan and Belarus.
An aviation agreement grants open skies between contracting member states and EU, removing restrictions on prices, frequencies and capacity on flights to enforce full and free competition.
