Talks between delegations from the two sides have met repeatedly in both Moscow and Reykjavik, but still no agreement has been reached.
Under the existing air services agreement, only seven weekly flights are permitted between Iceland and Russia, and restricted to flights between Iceland and Moscow, St Petersburg, Sochi, Vladivostok or Kaliningrad.
