Feb 04, 2016 (newstodate): Relations between Russia and Turkey have soured to the degree that a series of pre-planned inspection flights by Russia over Turkey has been cancelled by Turkey.
The regular inspection flights are carried out under the Helsinki Agreement on Open Skies in 1992, signed by 27 OSCE countries and later incorporating seven more states, including Russia and Turkey, to build confidence in Europe after the Cold War.
The Russian inspection flights were planned for February 1-5, with a Russian team monitored by a Turkish crew to fly out of Eskisehir Airport on predetermined routes.
According to the rules in force since 2006, Turkey can conduct four annual observation flights over Russia, and Russia can conduct two similar flights over Turkey.
