Dec 17, 2015 (newstodate): Russia's Pulkovo Airport at St Petersburg has applied for "open skies" regime to boost its traffic potentials - but the application has been denied.
If granted 5th freedom rights, Pulkovo Airport estimates that it could add some 2.5 mio passengers to its volume of 13.5 mio in 2015 by attracting 12 new airlines to expand the airport's reach with 18 new destinations.
But the Russian Ministry of Transportation has found the application "premature" and advised the airport rather to focus on development in cooperation with its leading carrier, Rossiya.
In 2015, the total passenger volumes is actually down by some 800,000.
