Jul 01, 2014 (newstodate): Taking effect from today is EU's "Air Cargo or Mail Carrier operating into the Union from a Third Country Airport", the ACC3 regulative.
Thus, from 1 July 2014, the EU regulations state that ACC3s must be in possession of security verifications of their cargo and mail operations at the relevant non-EU airports. This verification activity must be undertaken by an independent validator, certified by an EU regulator.
The introduction of the ACC3 regulation has met with vehement objections from Russia that denies the need for new EU safety inspections alongside the regular inspections by ICAO and IOSA of safety measures and standards at Russian airports.
If this develops into a conflict, acceptance of air cargo coming in from airports in Russia may be denied at EU points of entry, rendering the air cargo flows between EU and Russia as well as Russian transfer cargo via EU airports to come to a stop.
In this case, Russia is threatening to retaliate by bringing the issue of transit flights through Russian airspace, notably on the Sibir air lanes into play as well.
