Meeting last week, the parties involved in the issue now for more than three years - the cargo handling companies, airlines and Copenhagen Airport - were reportedly in agreement on which solutions would be feasible, including a CCTV monitoring of the airside transport roads from cargo handling terminals to the inner security zone around passenger aircraft.
But at the same time, the parties differed on the issue of who should foot the bill from operating the selected solution.
It is understood that the airport would finance the installation of the CCTV system while the industry would then be responsible for operating the system
However, sources say the cargo terminals and the airlines made clear that they cannot accept increased burdens and charges above those already in force, and some airlines warn that an embargo on cargo on their routes to and from Copenhagen Airport might follow as a result.
The issue is thus now back to square-one, resting with the airport management.
The decision to opt for a CCTV solution was landed in January 2011, overturning an earlier decision from summer 2010, reached after a prolonged discussion among the parties involved, to go for a low-tech and inexpensive alternative in the form of net-covered cargo vehicles.
