Aug 24, 2012 (newstodate): Russian airlines are now required to inform the Russian ministry of foreign affairs in advance of planned freighter flights to specified countries with unstable political and social conditions.
The country's federate aviation agency Rosaviatsia has formed a list of countries and regions where these requirements apply, and this list will now be continuously updated.
On the list are Abkhazia, Algeria, Chad, Colombia, the Democratic Republic of the Congo, Eritrea, Ethiopia, Georgia, Guatemala, India, Israel, Iran, Kenya, Kosovo, Kyrgyzstan, Lebanon, North Korea, Nigeria, Pakistan, Sudan, and Tajikistan.
Russian carriers will also have to file information on planned cargo operations into countries where state of emergency has been declared, or countries with ongoing armed conflicts such as Afghanistan, Iraq, Libya, Palestine, South Ossetia and Yemen.
Strangely enough, countries such as Syria or Belarus are not included in the list that purports to prevent incidents with aircraft registered in Russia.
