Feb 23, 2012 (newstodate): The issue of Russian airnav charges on carriers using the air lanes over Siberia may again become a thorn in the Russia/Europe aviation relationship.
As part of the deal for allowing Russia access into the WTO, January 1, 2012 was to see the end of a prolonged struggle between the EU and Russia as EU carriers would at long last be exempted from paying excessive charges for flight through Siberian airspace.
Now, Russia is threatening to open the issue again as a retaliation against EU's enforcement of the Emission Trading Scheme on the aviation business.
Among many other countries, Russia has strongly protested against the ETS and prohibited Russian carriers from adhering to the scheme, claiming that non-EU states have not been involved in its formation.
Russia now threatens to open up for a revision of the agreement with EU on the so-called modernization of the existing system of trans-Siberian routes.
