Sep 22, 2011 (newstodate): Russia is willing to scrap the notion of "national carrier" in its air services agreements with European airlines.
According to existing practice, Russia requires airlines seeking access to routes to Russian to be owned either by the state in question or nationals of the said country.
Revising this stand, Russia will accept more complex ownership structures, with airlines in one country owned by a foreign airline consortium in the form of a subsidiary, on the condition that the carrier is registered in the country in question and operating on an AOC issued by this country's authorities.
The issue will first be brought into practice between Russia and Finland, but it will then be universally applied as existing air services agreements with Russia are revised.
