Sep 13, 2011 (newstodate): Following on several fatal air accidents, Russia is now considering harsh measures to raise safety in the industry.
Among these measures is a proposal to provide state subsidies for airline hiring foreign aircraft maintenance and engineering staff to cater to the growing fleets of imported aircraft.
So far the state has only granted subsidies to import of aircraft maintenance and engineering staff from states where the aircraft manufacturer is located. In the future this restriction may be lifted.
Under consideration is also easing of levies and taxes on imports of foreign-built aircraft, to support the withdrawal of ageing Soviet-built aircraft.
Another measure is placing more demands on Russian airlines that operate longer flights over 1,500 km.
Among Russia's currently 130 airlines, 10 carrier account for more than 85 percent of all passengers, and in the future only carrier with more than 20 aircraft of the same type may be allowed to operate these flights.
In today's environment, only 15 airlines in Russia would qualify if this requirement is enforced.
Today, 35 Russian carriers operate in this segment.
