In question are charter flights provided for Russia's hockey team Yaroslavl Lokomotiv that lost most of players in a Yak-42 aircraft accident in September 2011.
Two airlines have been named for license to perform flights for Russia's sports club, Latvia's airBaltic and the Czech carrier CSA Holidays.
