AUG 25, 2010 (newstodate): Cargo handling agents at Copenhagen Airport have had few problems with the implementation of TSA requirements for 100 percent screening of all incoming cargo to the USA.
-We have not changed deadlines, nor enforced special surcharges for the screening procedures, says Michael Sandberg, Spirit Air Cargo Handling.
-While the new requirements have thus had a smooth implementation, it has however had some impact on some of our customers among the forwarders, as well as on ourselves.
-Earlier, some forwarders build their own pallets or containers, delivering them directly to Spirit for carriage. This entailed resource saving benefits to both parties. Now requirements are that the screening is performed piece by piece, meaning that forwarders cannot any longer build own pallets or containers, or that we must break down the pallets again at the terminal and re-build them after screening. This is indeed a step back for both parties.
-Some shippers, however, that have specially trained staff audited by the aviation authority SLV and capable of issuing a security declaration, may still build own pallets or containers, send them from their facility fully coated from top to bottom and have them screened as one singly unit.
-In the USA forwarders can be authorized to perform the export screening of export shipments. In the other direction towards USA, only handling agents can be authorized to perform this job. This difference remains an issue to be further negotiated, says Mr Sandberg.
