Jun 08, 2010 (newstodate): After a prolonged icy season, thaw may be in sight in EU-Russian relations on civil aviation.
At least reports are that the two parties meeting at the 4th international conference on EU-Russian airlines relations moved closer to a joint assessment of the outstanding issues still separating them, including the pertinent question of western airlines' exorbitant payments for over-flights in Russian airspace in the form of Aeroflot royalties.
In 2006, the EU commission negotiated an agreement with Russia to freeze overflight charges from 2010 and fully abolishing them by 2013 through a gradual process.
Since then, the Russian state has however refused to ratify the agreement, and the situation is still in a limbo.
The Russia/EU Aviation Summit, originally slated for November 16-17, 2007, was called off, and the parties have not met officially since.
