The self-declared independent state of Abkhazia, part of Georgia till last year's war with Russia, intends to re-open the airport that has seen no commercial air traffic since 1993, and has handed over management of the airport to a Russian company.
Following an inspection tour, ICAO however maintains that the airspace of Georgia remains a unified entity.
ICAO maintains that it is up to Georgia's civil aviation authorities to issue an application for allowing flights at the airport.
