Oct 23, 2009 (newstodate): The Russian government has now announced new regulations to secure competition at the country's airports.
The ruling follows on several complaints by airlines against airports for having refused to provide services, notably fueling, in order to favor home-base carriers.
The regulations aim at providing free and even access for airlines to airport services, and in case an airport is not able to provide a requested service to an airline, it must within 30 days come up with an action plan on how to secure this access in the future.
The regulations also rule on allocation of slots with priority for international flights over domestic flights, and of state and military flights over commercial operations.
