Dec 1, 2008 (newstodate): The governments of Russia and Israel are negotiating the opening of Israeli flights to the Russian republic of Tatarstan.
Plans are to finalise an agreement in February, 2009, allowing Israeli carriers to open flights on a route between Tel Aviv and Kazan that has a large Jewish population creating a significant increase in demand for air travel after the abolishment of visa duty between Russia and Israel from this year.
Israeli carrier El Al already operates flights from Tel Avia to Moscow and St Petersburg.
