In the latest assesment, published on Januar 16, Bulgaria, like Serbia, remains in Cat 1, meaning that no carrier from these countries will be allowed to up new flights into the USA due to failure to comply with ICAO's safety standards.
On the other hand, Romania is placed in Category 1, meaning that Tarom can safely continue along its new strategy to acquire longhaul aircraft allowing it to set up routes to the USA and elsewhere.
