The hubs will emerge serving the country's largest cities, and they will then connect with 30 to 40 regional airports in Russia. These airports will provide the main focus of investments in the civil aviation infrastructure.
Similarly, Russia will face a period of consolidation in the airline industry, now comprising some 15 major airlines generating 88 percent of the Russian air traffic, in addition to some 180 smaller, primarily regional airlines that will be forced to unite or merge with the majors in order to survice as the market will demand increasing efficiency, quality and productivity.
The first echelon of airlines will comprise Aeroflot, Transaero, S7 Siberian Airlines, and UTAir, while airlines including Pulkovo, Samara, Domodedovo Airlines and others will need to seek alliances and mergers.
