To cope with an annual increase in passenger volumes by 14 percent, the government will spend USD 14.5 bio on airport construction by 2010 - more than spent during the past 15 years.
Under the new plan, the government will increase the number of airports from 142 to 190 by 2010, and to 220 by 2020.
