The bid by a group around KrasAir emerged the most profitable, and exclusive negotiations, due to be finalised this month, are going on.
But both the country's political opposition and Malev unions find the bid too low for comfort.
Malev's unions have therefore threatened to resort to labour actions if negotiations do not produce a higher bid.
