On April 21, the Russian President and the president of the EU commission confirmed last year's agreement on the modernization of the en-route charges, and the participants in this year's conference are expected to agree on a solution setting 2013 as the target date for expiry of the current transitional period where Russia continues to levy en-route charges accruing to some USD 2-300 million annually.
The prohibitive toll has so far kept western airlines from operating on the short-cut trans-polar routes between Europe and the Far East.
