NOV 01, 2004 (newstodate): After on-site investigation, the US Overseas Private Investment Corporation, OPIC, supports Caucasus Airlines' accusation of foul play by Georgia and Azerbaijan.
-Georgia and Azerbaijan have violated the terms of the international agreement on air transport, as CA has alleged, and serious infractions of the law by both Georgia and Azerbaijan could certainly lead OPIC to close both Countries from future investment activity and compromise both countries' opportunities to participate in other foreign investment opportunities such as the Millennium Challenge Fund, says Barbara Gibian, OPIC legal representative.
Caucasus Airlines contends that its rights as a Georgian Air Carrier were violated in March 2004 when the Georgian CAA granted AZAL additional landing frequencies under protest of Caucasus Airlines and after CA had provided the Georgian CAA with evidence that AZAL had broken the commercial agreement between the airlines and subsequently violated several provisions of the Bilateral Agreement on Air Service between Georgia and Azerbaijan.
