SEP 29, 2003 (newstodate): In Norway, the designation of "ground handling agent" is not restricted to on-airport companies as is the case in Denmark.
-We do have a number of off-airport cargo handling companies, and provided they adhere to the demands on security and certification they are free to build shipments to be trucked across borders to other airports, says Bjork Ullset, Norwegian CAA head of Security Department.
Ullset says the volumes actually trucked, primarily to Gothenburg Airport, are actually relatively limited.
-The problems around cargo handling agents are probably greater the farther south into the European continent you go, as distances to various main airports are smaller, and alternate options more numerous, Ullset says.
-The Norwegian CAA maintains that the responsibility to accept or reject cargo shipments trucked into an airport from the outside remains solely with the airport that receives the goods. They must decide whether to accept the shipments as ready for carriage, or to demand it screened before accepting it, she says.
