MAR 04, 2003 (newstodate): Russian authorities must halt their practice of charging European airlines large fees for the right to overfly Russia, according to a report read at the February meeting of the European Parliament Committee on Regional Policy, Transport and Tourism.
-These payments for en-route charges on the trans-Siberian, trans-polar and trans-Asian routes are believed to total around 250 million euro per year, says committee member Brian Simpson.
-The practice is unparallelled in international air traffic and violates Article 15 of the Chicago Convention, the report says.
-What the Russians are doing is unjustified. There is no connection with the provision of air traffic control. This problem will have to be picked out as a central theme in current talks concerning Russia's wish to join the WTO, Simpson says.
